Following the rejection from the Teachers Panel of a 2025/26 pay offer, provided by COSLA on 17th March 2025, a further pay meeting with Scottish Negotiating Committee for Teachers (SNCT) trade unions took place on Wednesday 26th March 2025.
COSLA Resources Spokesperson Councillor Katie Hagmann said:
“While we have had a constructive meeting, we are disappointed that the SNCT Trade Unions did not take this pay offer to their members. This offer would have resulted in teachers seeing a 3% increase effective from 1st August 2025, on all SNCT salary scale points, which would see the salary of typical classroom teacher rise to over £52,000.
"I have consistently highlighted the severe funding constraints within Scottish public sector finance. The significant additional costs to Local Government in relation to increased Employer National Insurance contributions has added to this pressure.
"While the current offer is at the limit of affordability for councils it represents a fair uplift for all our highly valued teaching workforce, and remains on the table.
"Council leaders are keen to reach an early settlement for this year’s pay negotiations, without disruption to education. The current offer was made well in advance of the settlement date in August and we will continue to work constructively with our Trade Union colleagues across The Teachers Panel and with Scottish Government to try to achieve this."
