A COSLA Spokesperson said: "COSLA developed last year, together with the Scottish Government, new guidance on dealing with litter. This encourages a focus on prevention and making a much broader range of bodies responsible for preventing littering.

"It is a huge social blight with economic and social consequences for our local communities, and we need all hands on deck to get to grips with this. Local government is committed to stepping up to the challenge, and we hope all others will do the same."
