A COSLA Spokesperson said: "COSLA welcomed the powers to reduce business rates under the Community Empowerment Act. However as we cautioned at the time, Councils could only introduce rates reliefs where these could be afforded and with significant cuts to core budgets, Councils are facing unprecedented pressure to protect essential services.

"Nonetheless Councils seek to work with the business community to tackle the challenges which our town centres face."
