Local Capital
To maximise the benefits to our communities, and to meet local and national targets, it is crucial that Local Government receives £872m capital funding in 2025/26.

COSLA's Resources Spokesperson, Councillor Katie Hagmann, said:

"Capital funding is crucial for Local Government and our ability to provide key services and facilities across our communities. From social housing and community centres to key infrastructure such as our roads and public transport, these all require investment.

"That is why in 2025/26 we are asking the Scottish Government to provide £872m in capital funding for Local Government. This includes an additional £163 million to meet the cost of inflation since 2020 and a full restoration of the £163 million cut to the Affordable Housing Supply Programmes from 2023/24.

"Without sustainable capital funding, our councils will be unable to invest in much-needed new facilities and community assets. We will be unable to maintain vital existing assets and infrastructure, and importantly we will be in an increasingly challenging position to meet our broader national goals such as the fight to tackle child poverty and meet net zero targets."
