The National Care Service Bill was introduced to Scottish Parliament in July 2022. The National Care Service Bill seeks to make Scottish Ministers accountable for adult social care in Scotland. COSLA has expressed concern that, if the current version of the bill is passed, this would result in significant cuts to both budgets and decision-making powers for Scotland's Councils.

On 17th September 2024, COSLA responded to the Call for Views issued by the Scottish Parliament's Health, Social Care and Sport Committee on the Scottish Government's draft Stage 2 amendments to the National Care Service Bill. The evidence response covers the challenging context within social care, social work and community health services in which the NCS Bill sits and the key concerns of Local Government of the translation of National Care Service's 'shared accountability' into legislation.
